REGIONAL EXPERT FORUM 2017

The next edition of the regional expert Forum was held on June 20, 2017 in the Provincial Entrepreneurship Center in Łódź, on the street of President Gabriela Narutowicz 34. The event is organized by the Pheno Horizon. This year the main partner was the company SKANSKA. The event was held thanks to the cooperation with the Department of Support for Public-Private Partnership Projects of the Ministry of Development and the Marshal’s Office of the Lodz Region.

Summary of the workshop: Design, Build, Finance

The Regional Expert Forum turned out to be an excellent opportunity to discuss the possibilities of implementing projects by local government units in the Design, Build, and Finance formula. This formula allows most of the construction risks to be shifted to the contractor. The contracting authority makes payments only after the final acceptance of the works in convenient installments over a period of several or even several years. This formula also eliminates the need to include expenses in the individual debt ratio of a given entity. In the Design, Build and Finance formula, it is possible to implement a wide range of projects, ranging from term modernization of facilities, to the construction of passive facilities, through the renovation of lighting, roads, and finally the construction of parking lots and other public utility facilities. According to the statements of the representatives of municipalities, the demand for such investments is enormous.
