Lublin priorities. How to use regional funds more effectively in cooperation between business and local government?

The subject of the Lublin edition of RFE was closely related to the idea of actions aimed at increasing the energy efficiency of facilities managed by local governments, with particular emphasis on the idea of public-private partnership. The main slogan of RFE is also the keynote of the plenary session opened by Artur Habza – Director of the Department of Economy and Foreign Cooperation, Marshal’s Office of the Lubelskie Voivodeship. We were honored by the participation in the opening session by Mrs. Małgorzata Zielińska – Director of the Public Sector Office of DNB Bank Polska, and the Deputy Director of the Department of Regional Development, Mr. Marcin Pawlak, representing the Marshal’s Office of the Lodz Region. The business was represented in the discussion by Mr. Bartosz Ziółek from Amber Global Consulting, who filled the gap in the area of foreign cooperation, specializing in building business and relations with Chinese partners. The panel was moderated by Maciej Kowalczyk from Pheno Horizon, combining issues important to all session participants with the interest of local governments and the practical application of expert recommendations in the daily functioning of municipalities and poviats.

 

The first of the thematic workshops was entitled Implementation of term modernization projects using funds from the Regional Operational Program of the Lubelskie Voivodeship. Good practices. The purpose of the meeting was to present the solutions developed within the Łódź Voivodeship regarding the implementation of thermal modernization investments with the use of the hybrid financing mechanism. The solutions were presented by Mr. Marcin Pawlak from the Department of Regional Development of the Marshal’s Office of the Lodzkie Voivodship, who participated in the workshop. RFE guests were introduced to the mechanics of the contract and told about the process on the example of the achievements of the City of Zgierz in the field of investment in thermal modernization of public utility buildings. The participants were very surprised by the way the project was implemented by ENGIE Technika Instalacyjna S.A. in the scope of the implementation of individual construction works ensuring timely delivery of the investment.

 

Another workshop entitled Design, Build, Finance was mainly related to the mechanics of hybrid financing. Experts were involved – Ms. Justyna Kubera representing DNB Bank Polska S.A. and Mr. Bartosz Mysiorski from DENTONS. Both speakers prepared extensive substantive materials related to their own experiences in PPP projects, financing mechanisms, and cooperation with local governments in the implementation of partner solutions in municipal investments. The presented examples of activities in the Wieliczka Poviat in the Małopolskie Voivodeship and the Śląskie Voivodeship showed a wide range of possibilities already proven and ready for implementation.

 

The last of the workshops is a workshop entitled Revitalization of Lublin Local Governments. Social participation as a tool for the implementation of Lublin Region Revitalization Programs – was a workshop focused on ongoing investment processes in Lublin in degraded areas. Experiences resulting from many years of support provided to municipalities were shared with guests by Mrs. Małgorzata Zielińska and Mrs. Marzena Frąckowiak-Ciodyk from DNB Bank Polska S.A. and Mr. Grzegorz Teresiński cooperating with the Foundation of Managerial Initiatives from Lublin.
