Priorities. How to use regional measures more effectively in business cooperation with the government?


The theme of the Lublin edition of RFE closely connected with the idea of activities to increase the energy efficiency of facilities managed by local authorities with particular emphasis on the idea of public-private partnership. The main slogan RFE this at the same time the idea of the plenary session, which opened p. Artur Habza-Head of the Department of Economy and Foreign cooperation Office of the Marshal of Lublin Voivodeship. Our participation in the opening session was graced by P.  Małgorzata Zielińska-Director of public sector GNI Bank Polska and deputy director of the Department of Regional Development p. Marcin Pawlak representing the office of Marshal of Łódź Voivodeship. The business in the discussion represented Mr. Bartosz from Amber Global Consulting, which filled a gap in the area of foreign cooperation specialising in building business and relations with Chinese partners. Panel moderated Maciej Kowalczyk from Pheno Horizon combining matters important for all participants of the session with the interest of local governments and the practical application of expert recommendations in the daily functioning of municipalities and districts.

The first thematic workshop was titled Realization of TERMOMODERNIZACJI projects using the regional Operational programme of Lublin Voivodeship. Good practice. The aim of the meeting was to present solutions developed in the framework of the Lodz Voivodeship concerning the realization of investments termomodernizacyjnych with the use of a hybrid financing mechanism. Solutions presented participating in the workshop p. Marcin Pawlak of the Department of Regional Development of the Marshal Office of Łódź Voivodeship. The guests RFEed approximate mechanics of the contract and told about the process of the Zgierz city's achievements in the field of investment termomodernizacji public utilities. A large surprise among the participants sparked an overview of the implementation of the project by ENGIE installation technique S.A. In the implementation of individual construction works ensuring a timely commitment to investment.

Another workshop under the slogan design, build, finance concerned mainly the mechanics of hybrid financing. The experts were involved-P. Justyna Kubera representing GNI Bank Polska S.A. And Mr Bartosz Mysiorski from Dentons. Both speakers prepared extensive substantive material related to their own experience in PPP projects, financing mechanisms and cooperation with local authorities in the implementation of partnership solutions in municipal investments. Presented examples of activities in the district of Wieliczka in Lesser Poland Voivodeship, and in Silesian Voivodeship showed a wide range of possibilities already proven and ready to be implemented.

The last workshop is a workshop entitled Revitalization of Lublin Municipalities. Social participation as a tool for the implementation of projects of Lublin revitalization programmes-was a workshop focused on ongoing investments in the degraded areas in Lublin. The experience gained from the long-term support granted to municipalities was shared with the guests p.  Małgorzata Zielińska and P. Marzena Frąckowiak-Ciodyk of GNI Bank Polska S.A. And Mr Grzegorz Teresiński cooperating with the Managerial Initiative Foundation of Lublin.
